Error code 0010-0010-0059 : Spittoon-belt motor/encoder – Servo shutdown?

Please help, Im working on a 4500, out of warranty. We just replaced all new ink, maintenance cartridge, paper, and now Im getting this error: Error code 0010-0010-0059 : Spittoon-belt motor/encoder – Servo shutdown?

It will print test strips during calibration only doesn't complete the process on screen, errors out. Also Not sure if these test strips mean all the printheads are bad, or just the far left one? I replaced the far left one but It would error out immediately upon starting calibration step of purging the new printhead, so I put the old one back in, this made it actually run most of the calibration and print the test strips (but still errored at some point and did not finish calibration). If that makes sense.

PLEASE HELP. There is no paper jam as it prints the test strips, ejects out the back basket not the upper drawer like its defaulted (for some reason). Please help inform me how the error code can be solved. Do we need all new printheads maybe? SEE PICTURES PLEASE

Sounds like it needs a new spittoon beam. The belt is probably broken. CZ309-67095 is the part number.
